To Move a Spline With the Control Polygon
In the graphics window, select any entity on the control polygon or an endpoint, and drag it to a new location.
• When you select an entity on the control polygon and drag, the spline and the adjacent control polygon entities move as a single unit.
• When you select a vertex on the control polygon and drag, only the two adjacent control polygon lines move.
To rotate a spline along with its control polygon, use the 
Rotate Resize command.
