About Model Based Definition (MBD) Support for Inseparable Assemblies
It is possible to show annotations of embedded and extracted components and to control their display assignments using combination states in a standard manner. A component whose annotations are being shown can be embedded or extracted while the assembly that displays its annotations is in session.
Creo Parametric does not maintain annotations’ assignments to combination states of assemblies after embedding or extracting components that are placed in their sub-assemblies while the assembly itself is not in session.

Top assembly A shows the Datum Feature Symbol Annotation A from component C, which is placed in subassembly B.
While assembly A is not in session, assembly B is open, and its component C is embedded.
Assembly A is open again: Datum Feature Symbol A does not appear because the subcomponent was embedded while the top assembly was not in session.
