This message indicates that the model contains annotations that were created using native Creo annotation tools that cannot be validated. You should click on the Manage Annotations button in the GD&T Advisor ribbon. The Unvalidated tab in the Manage Annotations window shows a list of the unvalidated annotations along with a status condition for each annotation that indicates the reason why it cannot be validated.
