The Orientation Tolerance Must Be Smaller Than Location Tolerance
The specified location control for a feature or feature of size implies an orientation control for the feature or feature of size. When you explicitly specify an orientation control, the tolerance value for that control should be less than the specified location control for the feature or feature of size.
To eliminate this problem, you should either change the tolerance value of the orientation control to be less than the tolerance value of the location control or change the tolerance value of the location control to be greater than the tolerance value of the orientation control.
