If you associate a site with a workcell, all Measure Steps created in this workcell will inherit the parameters of this site. You can then modify individual Measure step parameters on a case-by-case basis. If you modify a site associated with a workcell, or replace it with another site, all the Measure step parameters inherited from this site (that is, those that have not been modified) will update automatically.
