The most recently created fixture setup gets activated by default.

To activate another fixture setup, right-click the fixture setup in the Model Tree, and select Activate from the shortcut menu. Only one fixture setup can be active at a time. The active setup is displayed on the screen.

Using the Activate option does not take into consideration the fixture setup for tool path computation.
