The ModelManagerSetup.min file is created by the WorkManager-src\com\osm\custom\dev_tools\build.xml file. Setting the mm.force.update flag in dev.properties to true triggers the build.xml file to create the ModelManagerSetup.min file, which forces users to update their client from this build. The delete.mm.force flag triggers build.xml to delete the current ModelManagerSetup.min file.
