By Reference Point
To scale your drawing using a reference point:
1. Click Scale in Modify.
2. Click 2 Points in Scale.
3. Specify a reference point. Then specify the new position for this point.
4. Enter a scale factor or specify two points to define the scale factor.
5. Select the elements to be scaled. The selected elements will be moved and scaled.
