Two-Man Rule
If you defined allowed values for a member field in different states, the system does not intiate a flow of responsibility based on a status change. Project members can be assigned to multiple roles. For example, a user may be responsible for fixing a bug and also approving the fix.
The Two-Man Rule allows the following:
• Only users in the required role can be selected as field values, not roles.
• Selected users may not have been assigned to the work item in the previous status
Since this role requires a change of the field value, all State Transitions that affect the status clear the previous field value and force the user to select a new value.
