To add a comment to an issue on the Planner, select the item, and after the properties are loaded to the right panel, click the Comments section. Here, you can add new comments and read the comments from other users.

The rating feature is also available from the Planner. To rate an issue, select the desired star rating and click Rate. The highlighted stars indicate the average rating that is given.
