Owner-Based Permission Control
Overview
Who can edit a given work item is determined by the work item’s assignment. For example, if a requirement is assigned to Team A, then only the members of Team A are allowed to modify the given work item.

How to set Owners with Team assignment
Ensure that there is at least one team defined in the Teams tracker and members are assigned to that team.
On the work item select the team to assign to the work item in the Team field, as shown in following image.
The system automatically resolves the assigned team records and adds all team members to the read-only Owner field. Only users in the Owner and Submitter fields can edit the work item. See Owner-Based Permission Control
The user bond is an owner of the item so is able to edit it.
