Incomplete Processing Instruction
The <?Pub Inc> processing instruction (PI) indicates that the incomplete bit was set when the document was last saved. That means that the document was not known to be complete. This PI is visible only in the SGML source.

The document might have been complete, but at some point it was incomplete, and a completeness check was not done to clear the bit.
This PI is written before the first document tag. It sets the incomplete bit the next time the document is loaded in Arbortext Editor. You can use the doc_incomplete() function to examine the value of the incomplete bit, and use the check_completeness command to test for completeness and to clear the bit. Find > Processing Instruction does not locate the incomplete processing instruction.
