Justifying CJK Text
Quadding rules for CJK languages are very different than those used for European languages. Most documents are left-justified, and text is often displayed in a column-like format.
If the desired final output is column displays of full-width characters, with lines aligning as though there were an even number of half-width characters on a line, use these steps to pack text lines as full as possible:
Prescribe quadding quad of left and quadding lastquad of relative (the system default for lastquad is relative) in the FOSI.
Set the APTFMTLQUADRELFACTOR environment variable to 3500.
This technique can also be used to ensure continuous scoring (underlines) when CJK text is underscored.
