Returns 1 if the progress bar dialog is currently available. If the function returns 0, all other progressbar_* functions (progressbar_visible(), progressbar_start_job(), progressbar_update(), progressbar_cancelled(), progressbar_close()) will fail silently.

The progress bar dialog will not be available if the environment is running in Publishing Engine or on a non-Windows platform.
