Description
Creates a new Structure Element using the details present in the applicable PDFTag control stream. Subsequent calls to <?pdftagstart> will create children of the initial element until <?pdftagend> is called at the same level.
Ensure that <?pdftagstart> and <?pdftagend> pairs are provided correctly to maintain the validity of the underlying PDFTag structure.
