<?tbrbal>
Description
This command specifies that the whole row should be balanced when the next hard end of row is encountered (i.e. not a <?tbcstrt>, which breaks to a new row). The command can either be placed at the start of the row to be balanced, just after the <?tbrstrt>, or just before the next <?tbrstrt> (unlike row commands).
<?tbrbal> is only effective when using either a block or a slim table (<?tbovflow=3>), where the table is working in flow mode.
This command can also be specified as <?tbrowbal>.
