The initial performance advisor queue entry for tracking the creation of a performance advisor report is created when Windchill is installed. The entry recreates itself each time the scheduled time for the entry to execute arrives; therefore, there is always an entry under the commonScheduleQueue queue with a target class of WAReportCreationManager that has a status of Ready.

If the WAReportCreationManager queue entry got deleted, restart your method server to recreate the queue entry.
