Windows Server 2016 is a supported operating system for Windchill 11.1 F000.
When upgrading to Windchill 11.1 F000, installation of source system and target system on the same machine which has the Windows Server 2016 operating system, is not supported. The Windchill Upgrade Guide provides more details on this unsupported scenario.
