Viewing Package Content Using the Static Manifest
When you download a package ZIP file, you can view the package offline. When a package ZIP file is created with a static manifest, it contains a manifest file. To view the static manifest,
1. Open the package ZIP file.
2. Select the manifest.txt file and extract it to your computer.

Depending on the package sender’s Windchill configuration, the manifest file may have a different name or file extension.
3. Open the file using a standard text program.
* 
Extracting the contents from one or more package ZIP files is not required to view the static manifest, but is usually required to use the files located in the Content directory.

If files within the ZIP file have names that contain non-ASCII characters, they may not extract properly. Use an application such as WinRAR or 7-Zip to maintain the special characters in the filenames and complete your extraction.
There are several sections within the static manifest.
Section
Description
Package Attributes
Information about the package including package identity and the intended recipient. If this is a subsequent delivery of the same package, the base package identifying information is also listed.
Included In Delivery
All objects included in the package.
New Additions Included In Delivery
The objects that are new since the last delivery of the same package.
Objects Changed Since Previous Delivery
The objects that have been updated since the last delivery of the same package.
Previous Content Not Included in this Delivery
The objects previously sent in another package that are not included in the current package delivery. Objects may be omitted from a package if they have not changed since the previous delivery, if they are no longer collected as part of the package contents, or if they have been deleted.
Additional Files
Attachments or other files that were included in the package.
Created On
Date and time the package was created.
