The New Design Context action is only available when the preference > > is set to Yes. The default value is No. The ability to create a design context is available for CATIA V5, Creo Parametric 1.0, and Creo Elements/Pro 5.0 CAD models. You will only be able to create a design context for a Creo Elements/Pro 5.0 model if the preference > > is set to Yes. The default value is No. Contact your Windchill system administrator to change these preferences. A restart of your Creo Parametric session is required for a change in preference setting to take effect. It is not recommended to set the preference back to No, after it has been set to Yes.
By default External Simplified Representations (ESRs) created in Creo Elements/Pro 5.0 are saved in a format that cannot be edited in Windchill, since Windchill currently does not support ESRs with substitution by Envelope. When the Allow Creation and Editing of Creo External Simplified Reps in Windchill preference is set to its default value, No, the creation of a Creo Parametric design context (or ESR) in Windchill will also be disabled. This preference takes priority over the preference, Show New Design Context Action. If set to Yes, Creo Parametric saves the ESR, and you will be able to create and edit ESRs in Windchill; however, if the ESR contains envelopes, you may not be able to upload it or save any changes when performing Edit Design Context Definition. Additionally, the display of the structure in the Edit Definition and Structure tabs of the ESR’s information page may be inaccurate.
If the Creo Parametric ESR contains a dynamic envelope, you are not allowed to edit the Windchill -side design context.

In order to create a new design context on an assembly whose structure was created or modified in Windchill, users of Creo 1.0 must create an assembly CAD document template in Creo 1.0+ and should assign it as the value of the preference, Windchill Workgroup Manager > Design In Context > Assembly Template Used In New Image Design Context Action.
Additionally, if you are using Creo 1.0, the New/Update Design Context action on a configuration context structure component requires that you first create and select Creo 1.0 design context templates. This is required when the system will create or update a top-level assembly while creating the design context. You only need the new templates if the assembly is edited or created in Windchill.

At creation, the new design context is essentially a copy of the initial CAD structure. Typically, the next step is to edit the definition of the design context. For more information, see Using the Edit Definition Tab.
