Enable Outbound Provisioning
Edit the run.properties file located in <pf_install>/pingfederate/bin, where <pf_install> is the installation location for PingFederate.
Change the property pf.provisioner.mode to STANDALONE:
pf.provisioner.mode=STANDALONE
