Unable to dispatch [ uri = /Things/TW.RSM.SFW.SoftwareManager/Services/StartTransfer/]:
Unable to Invoke Service StartTransfer on TW.RSM.SFW.SoftwareManager :
Instruction with ordinal <ordinal> for package <package ID> not found.
CAUSE: An unpublished package with any instruction followed by an Upload instruction was deployed in a test deployment, then the first instruction was deleted, and the package was saved before the agent began processing the package.
RESOLUTION: Wait until after a package deployment completes before trying to edit the package.
