Race Condition between ThingWorx Edge and Kepware
C SDK 3.1.0 introduces a new synchronous fetch mechanism for getting the current value of remote properties. This addresses the race condition that prevents Edge from sending property updates for remote properties when the Platform or Thing restarts.

OpenSSL upgrade
CSDK 3.1.0 upgrades to OpenSSL 3.1.2. FIPS is not supported.
