This condition may occur if a delivery target times out in the Sending Instructions state before the agent receives the package, and then on the retry the agent receives the package and attempts the download. The file may be downloaded successfully, but the ThingWorx Platform does not reflect this and attempts yet another retry. The delivery target may or may not ultimately be marked as completed on the ThingWorx platform.

To reduce the likelihood of this problem occurring, increase the Sending Instructions timeout, at the very least to be longer than the longest agent poll rate. Network outages and agent downtime should also be factored in when deciding what the Sending Instructions timeout should be.
