If the Thing referenced in a Download instruction is deleted or has its visibility permissions changed before the download, this error appears.

Check to make sure that the Thing still exists and that the proper permissions are set for the Connector. Also, make sure that the user context used to deploy the package can access the Thing, either explicitly or as a member of an organization that can access it.
