Fallback for Field Override and State Override
The fallback for the field overrides and state overrides for the description value are as follows:
If the Integrity Lifecycle Manager client locale is set in the localization property and client locale translations are available, the overridden description is seen in the client locale.
If the Integrity Lifecycle Manager client locale is not set in the localization property, or if the client locale translations are unavailable, the overridden description falls back to the translations of the server locale.
If the server locale translations are unavailable, the overridden description is seen as blank.
Example
If you open the Integrity Lifecycle Manager administration client in one of the supported locales for which the server locale is different, for the first time when you edit the field, the fallback of the field override is set to the server locale. After you set the description overridden for a field value or edit it in the client locale and save it, because it is done in the edit mode, the values for all the administrative objects and the translations are saved in the client locale. When you open the Integrity Lifecycle Manager administration client in that locale for the second time, as the values are available in the client locale, the field override does not fall back to the server locale. If you connect using a client locale that is different from the server locale and then add a description override, and if there is no overridden description in the server locale, the Override the global description checkbox is selected, but the value is empty in the server locale (as there is no value to fall back to).
1. Open an English Integrity Lifecycle Manager administration client and create a field called FieldA.
2. Select the Visible Fields node of typeA and add FieldA to the visible field list. 
3. In the tree pane, select the Overrides for Fields node.
4. To set an override for FieldA, select it in the list in the tree pane, and click Edit. The Edit Field Overrides For Type window appears.
5. Select the Override the global description checkbox.
6. In the text field, type the Description as override1, and then save the changes.
7. Open the German Integrity Lifecycle Manager administration client, and from the Overrides for Fields node view the FieldA. The Description is displayed as override1. If the client is opened in the edit or view mode, the Override the global description check box is selected by default.
8. To save your changes, click OK.

The overridden description is saved for the German locale.
9. When you view the Overrides for Fields for FieldA, the description is visible as override1.

As the overridden description values are available in the client locale (German), there is no fallback to the server locale (English).
