SHA_OFFSET inserts an offset, a two times 90 degree bend, in an existing
sheet metal part.

The following options are available to insert an offset:

- specifies an edge normal to the offset bends.

- specifies the position of the offset.

:RISING_FACE
- specifies the moving portion of the sheet.

- specifies the offset bend process to use.

- specifies the distance between the two sheet portions.

- specifies whether or not to check the sheet metal part.
