ARC_CREATION enables you to create a 3D curve arc by specifying either two points,
or a point and a direction.

This command has the following options:
- :WIRE_PART - specifies the name of the wire part to which the 3D arc
belongs.
- :THREE_POINTS - specifies the start and end points of the arc, and a
point on the arc.
- :TANGENT_TWO_POINTS - specifies the start and end points of the arc,
and the direction of the tangent at the start point
of the arc.
Use this command to add a 3D curve arc to a wire part.
