Click Annotate > Geometric Tolerance.

Workflows for creating and editing GTOLS are faster and more intuitive. When you create a GTOL you immediately see a preview attached to the pointer. You can drag this preview to select the attachment location. You can pick a location on a surface or you can attach it to a dimension or to another GTOL. Using the Show Model Annotations tool, you can also show a GTOL that has been created in the model. From the context-sensitive Geometric Tolerance tab you can edit properties of the GTOL. When you select a geometric tolerance the Geometric Tolerance tab opens automatically. When the geometric tolerance is no longer selected, the Geometric Tolerance tab closes automatically. You can modify the placement of the GTOL annotation by dragging it. If the leader is placed on a model reference, you can drag the attachment point to another location along the reference. To choose a different reference for attachment of the leader right-click the GTOL and select Change Reference.
