Tolerance on Sub-Feature Must Be Smaller Than Related Tolerance on Parent Feature
A geometric tolerance that is applied to a multi-surface feature applies to all of its sub-features. When you apply a related geometric tolerance to one of its sub-features, the specified value must be less than the tolerance values specified for the geometric tolerance that is applied to the parent feature.
To eliminate this problem, you should either change the sub-feature tolerance value to be less than the value of the related tolerance that is applied to the parent feature.
