Orientation Is Not Fully Constrained
Not all aspects of orientation have been constrained by the tolerances that have been applied to the feature. Although unusual, the feature location may be constrained while its orientation is unconstrained (e.g., a shaft with a position tolerance to an incomplete DRF).
The solution to the problem may be to specify a different datum reference frame.
