Lock Views
You can lock views such that they cannot be dragged to a different position.
1. Click Annotation and then, in the Setup group, click Lock Views. All the views are locked and immovable.
2. To unlock locked views, click Annotation and then, in the Setup group, click Unlock Views. You can now move the views.
By default, views are unlocked. To configure the default behavior, click File > Settings > Default Settings. In the Default Settings dialog box, expand Annotation and View. Set the default value for Lock Views to either On or Off.

The lock information is not stored in the model.
Views are locked irrespective of the number of sheets in the drawing.
When you create a new drawing or drawing views, you can position the new views even if views are locked.
